Internet Explorer 8 Beta 1 will be available very soon for download and testing for the general public. Beta testers can be enrolled in a feedback project to help identify and correct eventual bugs. It’s a very tight list, but you can enroll by clicking here. But you need a Microsoft account to do that, that means you should have a legal copy of Windows i suppose.

We have identified you as a qualified beta tester and we would like to offer an opportunity to join our limited technical beta program for Windows Internet Explorer 8 Beta 1.
